This is what felting looks like. Most times it's because of too much humidity, but it can happen if the glue skins over in drier conditions. When you see this happen something is not right. Too Dry, Too Wet, Something in the air (chemical or pressure issue) or dry or skinned adhesive! Note: if allowed to dry it'll blow off almost clean or leave a very scarce flock job behind.
