I finished flocking some heads, set them on the drying shelf and came back a few hours later to check them over blow off the loose flock and what did I see...? Apparently the glue did a fish eye on me that wasn't there pre flock but it showed up post flock dry time. Head had a prep done same as the other ones all from the same guy. Anyone else have this problem or similar...?

Yes this is why I added the second type of epoxy and the primer. also make sure the head clean and don't touch it with your hand. I know that many vintage rubs were caused by thin or fish eye glue ups. some you don't pick up on until the head is dry and your doing the clean up.

What does "fish eye" mean and how it is caused?
Thanks.

It's when the glue dimples in spots leaving a area without adhesive. Also you can get a greasy blush with some epoxies that's like a film and it doesn't adhere well.
