I've got a Walmart Air Adventurer, the one with yellow eyebrows. I would like to make them brown, but I would like to know what paints would be safe/ok to use on Joe. Good stick-factor is a plus too.

Most use some type of acrylic paint because it's easy to find and use. The cheaper paints wash off real easy and or bleed into the surface of vintage heads.
The real paint is really a type of screen printing ink used for painting pvc type toys. Don't confuse this with pen or marker inks- these will bleed into the surface and over time ruin the head.
The last batch of the real stuff was given to me as samples and I had sold a little on ebay, but that's gone and the cost to actually buy more is insane ($1000 or more) in 5 gallon buckets. Something a toy company may buy, but not a hobbyist.
Testors or liquitex brands may be your safest bet.
